(1) Vendor needs to provide civil legal needs assessment services to the government authority located in Florida.• Identify specific factors that make accessing legal assistance difficult, including client demographics, geography, language, and access to technology• Evaluate gaps in the current delivery model and identify opportunities for pro bono expansion • Identify what constitutes effective community outreach to the public, potential clients, clients, community partners, and stakeholders– Research and Data Collection: This includes trend analysis of case data, civil court case data from the region including court cases involving pro se litigants, census data, state and county information, data, demographic information, and other available regional data.– Gap Analysis and Recommendations:• Compare the identified civil legal needs with the existing services available through pro bono, and other service providers to identify gaps in services.• Develop concrete, actionable recommendations for agency to enhance its services, outreach efforts, and partnerships to address the identified unmet needs.(2) All question must be submitted no later than September 18, 2026.
