(1) Vendor needs to provide website development service using CMS. • Discovery, information architecture, UX design and build of one new platform.• Consolidation of the agency main website and Refugee Festival Scotland, including the festival’s events and programme functionality and archive.• Migration of the Cross Borders site as a preserved archive or agreed retirement of selected content (the programme concluded in 2024).• Content migration, accessibility to WCAG 2.2 AA, and multilingual capability including right–to–left languages.• As part of discovery, the Service Provider shall conduct audience analysis to identify priority user groups, their primary tasks and content needs, and shall recommend a content structure and navigation architecture that serves priority audiences clearly and does not attempt to serve all audiences equally. Agency will use this analysis to prioritise content development and define the scope and phasing of launch and later phases.• Administrators shall be able to edit, reject, unpublish and set review or expiry dates on listings, so out–of–date entries can be removed or refreshed.– Platform and content management• The Service Provider shall deliver a minimalist, fast, mobile–first platform with intuitive navigation and a clear content structure.• The Service Provider shall provide a content management system that non–technical staff can use easily, with role–based permissions, editorial workflows and locked template pages.• The Service Provider shall provide workflows that flag pages not updated within set periods and broken links, to prevent out–of–date content appearing.– Responsible AI, ethical and environmental• The Service Provider shall clearly label and justify any use of AI tools in building or running the site.• The Service Provider shall set out the ethical and environmental considerations of the site and its hosting, including the carbon footprint and energy source of the proposed hosting.(2) All the questions must be submitted no later than July 6, 2026.
