Request for Express of Interest (REOI) National Environment and Social Consultant Preparation of Environmental and Social Framework ( Ref. No. CS-58) Lao Statistics Bureau (LSB) is implementing a project titled “ Lao PDR Strengthening the National Statistical Project (LAOSTAT II) ” from 2023 to 2028. The Government of Lao PDR (GoL) has received a loan from the World Bank’s International Development Association (IDA) to improve the capacity of the Lao PDR NSS to produce and disseminate high-quality statistics in a timely manner, to enhance the use of key statistics, and in case of an Eligible Crisis or Emergency, respond promptly and effectively to it. The project is closely aligned with Vision 2030 and the Strategy of the Development of National Statistical System (SDNSS - 2016 – 2025) which outlines key strategies for sustained development of the Lao Statistical System (LSS). The project focuses on four components, namely (i) Improving the availability and quality of official statistics, (ii) Enhancing the use of statistics in the GoL, (iii) Strengthening institutional capacity and project management, and (iv) Contingent Emergency Response. The LAOSTAT-II project supports National Environment and Social Consultant Preparation of Environmental and Social Framework with an aim to assist LAOSTAT II in managing the risk of Environmental and Social activities. The Lao Statistics Bureau (LSB) is seeking a national consultant to goes beyond the traditional ‘do no harm’ approach to maximize development gains. The 10 Environmental and Social Standards (ESSs) set out the requirements on the identification and management of ES risks and impacts associated with projects supported by the WB through Investment Project Financing. As indicated in the Environmental and Social Review Summary (ESRS) for this project, the environmental and social risk classification of the Project is low. Therefore, it is assessed that six of the ten ESSs are relevant to the Project including: • ESS1 – Assessment and Management of Environmental and Social Risks and Impacts; • ESS2 – Labor and Working Conditions; • ESS3 – Resource Efficiency and Pollution Prevention and Management; • ESS4 – Community Health and Safety; • ESS7 – Indigenous Peoples/Sub-Saharan African Historically Underserved Traditional Local Communities; • ESS10 – Stakeholder Engagement and Information Disclosure. This assignment is time-based, part-time basis with estimated service duration of 12-months starting from August 2026 to July 2027. Interested Consultant should provide information (CV, Expression of Interest, other supporting information, if any) demonstrating that s/he has the required qualifications and relevant experience to perform the Services. In order to qualify for this position, the candidates shall meet the following experience and competence requirements: At least Bachelor in social or environmental studies/sciences/engineering, development studies, business management, communication or a related field; Have a solid understanding of environmental and social impact assessment and risk management (ESIA/R), as well as relevant WB policies and Laos government legislation; At least three years of experience in ESIA/R management and/or project implementation in World Bank-financed projects or projects funded by similar international institutions such as ADB, AIIB with government and foreign aid project operations. Demonstrate understanding of government system and procedures; Excellent interpersonal skills as well as high quality written and oral communication skills in English. Good track record in sharing information with colleagues, and relevant stakeholders in performing tasks. Excellent computer skills, including full working knowledge of Microsoft offices including words, and power points, or other presentation software. The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
