Vendor needs to provide grants management lifecycle assessment, regulatory gap analysis, risk assessment consulting services to the government authority located in Anchorage, AK. – Establish a comprehensive understanding of agency current grants management operating model across the full grant lifecycle, including governance, organizational structure, business processes, systems, and cross–functional interactions.– Determine the effectiveness and maturity of agency current grants management function in supporting compliant, efficient, and accountable administration of grants and cooperative agreements.– Evaluate agency current capacity to administer and manage grants in accordance with applicable federal regulations, award requirements, organizational policies, and recognized grants management practices.– Identify and characterize operational, compliance, financial, governance, staffing, and technology risks and gaps affecting the performance and sustainability of the grants management function.– Establish a documented baseline of the current state to support future grants management modernization, organizational redesign, and implementation planning in subsequent project phases.
