(1) Vendor needs to provide flexible spending account plan administration service.– Administration includes enrollment, participant support, debit card issuance, claims processing, reimbursements, compliance support, reporting, and ongoing account maintenance.• Flexible Spending Accounts for Health Care, Dependent Care, Community Transit, and Commuter Parking matching the existing plans and including both a 75–day grace period (January 1 – March 15) for incurring the expense and a three–month extension (January 1 – March 31) on the submission of claims• Plan set up and implementation, including transition support from the incumbent administrator• Enrollment and eligibility administration for employees and employer• Claims adjudication and reimbursement processing for healthcare, dependent care, transit and parking agency accounts• Debit card services, including card issuance, fraud controls, and transaction review.• Customer service support for participants and the City’s agency including toll–free phone, online access and mobile phone applications• Superior levels of account management and service including maintenance of participant account balances, election tracking, and year–end processing• Drafts of employer and participant communications, forms, and educational materials for open enrollment and newly hire employees• Preparation and delivery of standard and custom reporting, including monthly utilization, financial, and compliance reports• Robust agency, privacy, and data security protections for participant information• Coordination with Payroll and Treasury as needed for file exchanges and funding processes(2) The contract period will be for one year.(3) All the questions must be submitted no later than August 28, 2026.
