(1) Vendor needs to provide business support services. – Agency is seeking qualified governmental, educational institutions or not–for–profit organizations or agencies to deliver efficient, high–quality small business support programs and services across agency’s Neighborhood Equity and Stabilization (NEST) neighborhoods with established business corridors in specified census tracts that reside in low–moderate income areas. – Business technical assistance, mentoring, and business/corridor promotion:• This category provides integrated business technical assistance and mentoring alongside targeted business– and corridor–focused promotional strategies to strengthen small businesses and activate commercial areas. • Assistance may include specialized or non–routine business functions paired with place–based strategies like branding, marketing, digital presence, event programming, and community activation to drive foot traffic, support existing businesses, and position corridors for growth. • Assistance may include specialized or non–routine business services such as capital readiness, business planning, marketing strategy, digital commerce, procurement readiness, and other capacity–building activities. • Corridor promotion may include coordinated branding, merchant collaboration, digital business directories, wayfinding, and promotional campaigns designed to increase visibility, customer traffic, and business sustainability within eligible commercial corridors.• Technical assistance and mentoring that addresses: capital readiness, resource navigation, operational needs, marketing capacity, branding, customer outreach, and digital presence.• One–on–one mentoring to help businesses apply marketing and visibility strategies.• Support with specialized or non–routine business functions that strengthen competitiveness.• Corridor promotional activities directly tied to technical assistance, such as business facing visibility initiatives.• Activities that help businesses apply learned skills to increase their presence within commercial corridors.• Technical Assistance linked promotional efforts that strengthen corridor identity and support low–and moderate–income business owners(2) All the questions must be submitted no later than September 18, 2026.
