(1) Vendor needs to provide comprehensive COBRA and CAL–COBRA administration services.– Third–Party Administrators (TPAs) to provide comprehensive COBRA and CAL–COBRA administration for eligible employees and qualified beneficiaries.– Developing and maintaining all administrative procedures.– Issuing required notices (including election notices and other mandated communications).– Processing participant elections and enrollments.– Managing premium billing, collecting payments, and completing monthly reconciliation– Managing the benefit trust account.– Coordinating with medical, dental, vision, and other benefit carriers.– Administering qualifying events, disability extensions, second qualifying events, and other COBRA provisions.– Supporting open enrollment processes.– Processing coverage changes and terminations.– Maintaining records that demonstrate compliance with COBRA, Cal‑COBRA, HIPAA, and all other applicable laws and regulations.– Contractor must have enough staff, technology, and operational capacity to fully support the County’s employee population and the ongoing number of COBRA participants each month.– Automated workflows: Processes such as notices, payments, eligibility updates, and status changes should run through automated systems that reduce errors and improve efficiency.– Solution must include safeguards to ensure uninterrupted service during system outages, disasters, or other disruptions.(2) All questions must be submitted no later than September 9,2026.(3) A non mandatory pre–bid meeting will be held on September 9,2026.(4) The contract period will be for one year.
