(1) Vendor needs to provide construction management and inspection services to the government authority located in Laguna Beach, CA. – Construction management and inspection services generally include project controls, constructionadministration, inspection, contract administration, commissioning support, project coordination andproject closeout activities.• Project management and administration:– Develop a project execution plan documenting communication protocol, decision–making processes, reporting requirements, and escalation procedures.– Conduct monthly risk register meetings and prepare agendas and meeting minutes.– Assist the agency with claims avoidance, claims evaluation, entitlement review, schedule impactanalysis and dispute resolution throughout the project.• Project control: Perform the following construction management, inspection, coordination, documentation, monitoring and contract administration services before, during and following construction:– Maintain ability to communicate via telephone from the project site.– Perform schedule impact analyses.– Track critical path activities.• Construction inspection and coordination:– Consultant shall, prior to start of construction, photograph existing improvements such as streets, driveways, parking lots, sidewalks, landscaping, etc. that may be damaged by construction activities.– Prepare daily construction reports documenting daily construction activity, equipment on–site, personnel on–site, observation time, date, weather conditions, and other pertinent information pertaining to the actual activity completed during each day of the construction contract.• Design build oversight: Review design packages as they are released for construction.• Specialty technical oversight: Provide qualified personnel capable of providing technical oversight and review of: Process mechanical systems, reverse osmosis systems, intake well systems, high–pressure piping systems, electrical systems, etc.(2) All the questions must be submitted no later than November 10, 2026. (3) Pre–bid meeting will be held on November 3, 2026.
