(1) Vendor needs to provide regional policy plan comprehensive planning and sustainability services to the government authority located in Massachusetts– Developing, implementing, facilitating, and documenting an engaging and inclusive public engagement process to support and inform plan development– Work collaboratively with agency staff to engage stakeholders and community members throughout our seventeen communities, ensuring a variety of engagement formats, approaches, and opportunities.– Technical Planning and Plan Development– Prepare technical analyses, mapping, and policy research relevant to the Regional Policy Plan.– Develop draft and final plan chapters.– Advise on the design of public outreach and engagement for the project, including multilingual engagement, digital outreach, surveys, focus groups, interviews, and accessible in–person events.– Support public outreach and engagement activities, including staff support at in–person events and review of draft outreach materials.(2) All questions must be submitted no later than August 24, 2026.
