Forensic Evidence Collections

General work description: Sacramento County Jail Facilities are currently seeking a provider for onsite forensic evidence collection at the Sacramento County Main Jail, located at 651 I Street, Sacramento, CA 95814 and Rio Cosumnes Correctional Center, 12500 Bruceville Road, Elk Grove, CA 95757. This service is required on a continuous 24 hour-per-day, seven day-per-week, 365 days per year basis. In addition to forensic evidence collection at the Sacramento County Main Jail and Rio Cosumnes Correctional Center, the vendor must also provide 24 hour on-call phlebotomist services for consensual and non-consensual blood draws from persons arrested for driving under the influence that are taken directly to the hospital by law enforcement. When called, the phlebotomist will travel as quickly as reasonably practical (expected within 30 minutes) to the hospital location in Sacramento County specified by law enforcement for the purpose of drawing blood from the arrested suspect. With regard to this proposal, forensic evidence collection includes: • Blood alcohol testing (both consensual and non-consensual) • Taking saliva and hair samples from persons accused of committing sexual assaults (sexual assault kit) • Court ordered HIV testing • Miscellaneous testing Separation of duties is required. Vendor will perform evidence collection, but is not allowed to also provide health care services to County inmates. Any contract resulting from this RFP shall be for a three-year period, with the option to extend for two additional one-year terms at the same terms and conditions, commencing with execution of a contract by the Contract and Purchasing Services Division.
