(1) Vendor needs to provide non–discretionary investment consulting services to the government authority located in Littleton, CO.• Provide investment strategy, asset allocation, investment manager oversight, performance monitoring, and other related investment matters.– The following are the types of minimum services that will be expected from a qualified firm providing pension plan investment consulting services.• Advising the Board on investment guidelines and policies, including the guidelines and development of new guidelines and policies and the amendment of existing policies• Advising on investment management analysis, including tracking of performance achieved in variance from the investment manager’s contractual mandate• Advise on Assumed Rate of Return over time.• Manager oversight, including periodic review and interviews of managers as requested by Board and Staff.• Advising on strategic and tactical investment issues• Advising on asset allocation• Advising on management structure (active vs. passive, investment style mixes)• Advising on performance measurement• Advising on additional asset classes• Advising on alternative investment vehicles• Providing research on special projects• Presenting economic forecasts• Assisting in rebalancing activities• Providing or assisting in manager searches, selections and terminations• Performing quarterly and annual performance analysis, by portfolio, asset class, and fund• Providing monthly performance updates, by portfolio, asset class, and fund• Performing asset and liability analyses• Providing as needed educational sessions(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 14, 2026.
