(1) Vendor needs to provide radio drive pedestrian management study services including project management, data collection summation, alternatives analysis, implementation planning, agency and public engagement, study documentation to the government authority located in Woodbury, MN.• Improve Safety – Identify and recommend strategies that enhance safety for all users.• Enhance Mobility and Travel Options – Develop improvements that support comfortable, accessible choices in travel mode.• Evaluate Grade–Separated Crossing Feasibility – Conduct a technical analysis of potential grade–separated crossing concepts—including locations, constraints, configuration options, and cost considerations—to determine feasibility and inform future decision–making.• Agency Coordination and Engagement – Maintain close and continuous collaboration between County and City throughout study process to build shared understanding, confirm priorities, and foster mutually supported recommendations and an implementation plan.• Produce an Actionable Implementation Plan – Deliver a clear, phased plan with defined projects, costs, and responsibilities to guide near– and long–term improvements.• Public Events and NewslettersThe Consultant will assist the County in conducting public engagement and outreach throughout the Study• Project WebsiteCounty will create a project–specific website, which will be available throughout the duration of study.
