Description
The City is seeking Proposals of a certified laboratory that will perform chronic Whole Effluent Toxicity (WET) testing on the final effluent and receiving waters located at the HCTP as required by the facility's NPDES permit. The testing procedures will conform to the protocols established in the Test of Significant Toxicity (TST) statistical t-test approach described in the NPDES Test of Toxicity Implementation Document (EPA 833-R-003, 2010) and the guidelines prescribed in Short-Term Methods For Estimating The Chronic Toxicity Of Effluents And Receiving Water To Freshwater Organisms (EPA-821-R-02-013). The results of these tests must be defensible, and all test procedures must follow the protocols established by laboratories that are either Environmental Laboratory Accreditation Program (ELAP) or National Environmental Laboratory Accreditation Council (NELAC) certified.
