(1) Vendor needs to provide strategic planning services. – Strategic plan that establishes clear priorities for the utility and measurable performance standards. – Growing utility operating in complex regulatory and financial environments needs a forward–looking and transparent framework to guide decision–making, resource allocation, and infrastructure investment while maintaining affordability, reliability, and public trust. – The work will include facilitated meetings to gain collective feedback and consensus on strategic goals and action items for the new plan.– Draft strategic framework development.– Board strategic planning retreat.– Implementation and performance framework.– Board presentation, adoption and public communication.– Discovery and assessment.(2) All the questions must be submitted no later than October 05, 2026. (3) The contract period will be for four years.
