(1) Vendor needs to provide cannabis media campaign service. • Develop and implement a multi–year, state–wide, data–informed, and strategic communications and public education media campaign for the state's cannabis programs.• Differentiate cannabis markets (i.e., legal vs. illicit) while promoting legal cannabis industry and its benefits. • Increasing consumer education on the benefits of purchasing from legal cannabis market. • Understand the risks of purchasing from illicit markets, including the dangers to public health and safety• Assessing and documenting the real–time impact and efficacy of campaign messaging through quantitative and qualitative research methods.• Distributing and promoting the content based on the approved plan. • Assessing and documenting the real–time impact and efficacy of campaign messaging through quantitative and qualitative research methods. • Continued improvements through the life cycle of campaign.(2) All the questions must be submitted no later than Oct 30, 2026
