(1) Vendor needs to provide public safety and emergency services software.– Fully integrated, multi–jurisdictional, and multi–agency public safety software solution that includes computer–aided dispatch (CAD), records management system (RMS), and jail management system (JMS) within a single unified platform.– Receive and prioritize emergency and non–emergency calls, dispatch units efficiently and effectively to incidents; track unit status and locations in real–time; and generate automatic vehicle location reports.– Provide officers with secure and reliable mobile access to critical information, including incident details, suspect information, and arrest warrants; enable officers to complete reports and other tasks in the field.– System supports the use of a mobile device or sending a secured link to a mobile device to collect or upload photographs or utilize the device's microphone to dictate content directly into RMS or JMS without requiring application installation or rendering the mobile device discoverable or subpoena eligible.– Solution for tracking inmate movement within the facility as well as outside appointments via an RFID–based system.– Available citizen–facing portal or website and at a minimum provide the following:• View arrest records from JMS• File citizen–initiate incident reports online• Submit on–line records request• Submit crime tips• File citizen complaints• Request Property Checks• View crime mapping integrated with the existing GIS/WTH mapping• View local sex offender registry information and create and export sex offender registry data to WTH for local registry mapping.– Allow dispatchers to create incidents and dispatch from the map, which when integrated with the CAD database provides location specific information.– Provide comprehensive system administration tools for user management, data backup and recovery, and system maintenance; offer ongoing technical support and training for system users.(2) All questions must be submitted no later than August 24,2026.
