Human Immunodeficiency Virus and Sexually Transmitted Disease Services

The purpose of this Request for Qualifications for Health Professional Services is to establish a list of qualified community-based organizations (CBOs), individuals, and other providers. Solano County Health and Social Services, hereinafter referred to as the County or H&SS, seeks to strengthen infrastructure and expand access to comprehensive sexual health services in communities with disproportionately high Human Immunodeficiency Virus (HIV) or sexually transmitted disease (STD) burden and unmet need for HIV/STD services. Eligible applicants include any entities or individuals that are providers of services in Solano County. Priority populations include Adolescents and Young Adults, Pregnant People, Homosexual, Bisexual, transgender, and queer. H&SS reserves the right to retain a “pool” of vendors on contract. Each vendor in the pool is determined through this RFQ process. As project needs arise or are identified by H&SS, vendors in the pool will be contacted and asked to provide services for each engagement. The County reserves the right to issue other solicitations for similar services during the term of the agreement. The awarded vendor(s) shall provide professional services and or proposals on an as-needed basis to work in conjunction with H&SS. The vendor(s) will provide services that may be in a single area or in multiple areas. Goals for this RFQ include: prevent new Sexually Transmitted Diseases (STDs); improve the health of people by reducing adverse outcomes of STDs; reduce STD-related health disparities and health inequities among priority populations; achieve integrated, coordinated efforts that address the STD epidemic; increase STD & HIV screening, treatment, and linkage to care strengthen structural/system-level interventions by expanding and providing navigation services and linkage to care; expand access to syringe services for people who inject drugs; and provide routine opt-out HIV testing in a healthcare setting.
