(1) Vendor needs to provide focused livable centers study service to the government authority located in Houston, TX.– Study recommendations will act as a catalyst to transform agency downtown area into a vibrant, accessible, and sustainable destination.– The study will enhance transportation and walkability and promote mixed–use developments in this area.– Enhancing this gateway will guide traffic to the downtown core, encouraging visitors to explore and engage with the city.– Coordinated development efforts will ensure a unified aesthetic and functional experience, making the city more connected and cohesive.– This study will build on past investments, address current challenges, and align with local and regional strategic plans.– Existing conditions analysis and report:– Contractor will collect and analyze all relevant data to assess the existing conditions within the study area as they pertain to the goals of the Livable Centers program.– Demographic trends.– Community character.– Conceptual plan and recommendations:– Based on community feedback, the findings from the needs assessment, and the stated objectives of this study, the Contractor is required to develop a conceptual plan that outlines a vision.– Identifying potential sidewalk connections that improve access to transit stops.– Evaluating areas where sidewalk and roadway modifications could provide the greatest community benefits for connectivity and access.– Conceptual renderings for specific proposed recommendations:– Contractor must produce at least three (3) visual renderings of select recommendations with design concepts that may include circulation, streetscape design, commercial and residential developments, capital improvements to support non–automobile transportation modes, and other strategies included in the conceptual plan and recommendations.– Implementation plan for proposed recommendations:– Policy or code recommendations to support implementation.– Potential implementation partners.– Public engagement plan:– Contractor is required to develop a comprehensive public engagement plan to foster meaningful community involvement and ensure participation across all segments of the community.(2) All the questions must be submitted no later than November 16, 2026.(3) The contract period will be for one year. (4) Pre–bid meeting will be held on November 12, 2026.
