THE UNITED REPUBLIC OF TANZANIA PRIME MINISTER’S OFFICE REGIONAL ADMINISTRATION AND LOCAL GOVERNMENT MSIMBAZI BASIN DEVELOPMENT PROJECT (MBDP) IDA CREDIT NO. 7215-TZ TENDER NO. 56/2026/2027/C/13 FOR PROVISION OF CONSULTANCY SERVICES TO UNDERTAKE AN ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT AND RESETTLEMENT ACTION PLAN FOR FLOOD AND EROSION CONTROL INTERVENTIONS IN THE MIDDLE AND UPPER BASIN OF THE MSIMBAZI RIVER IN DAR ES SALAAM REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) 1. This request for expressions of interest follows the General Procurement Notice for the Msimbazi Basin Development Project (MBDP) that appeared in the United Nations Development Business (UNDB) online Notice No. OP00221060 of March 29, 2023. 2. The Government of the United Republic of Tanzania has received financing from the International Development Association (IDA) toward the cost of the Msimbazi Basin Development Project (IDA Credit No. 7215-TZ). The Project Development Objective is to strengthen flood resilience and integrated urban development in an economically important and flood-prone area of the Msimbazi River Basin. It is intended that part of the proceeds of the credit will be applied to eligible payments under the contract for Consultancy Services to Undertake an Environmental and Social Impact Assessment, and Resettlement Action Plan for Flood and Erosion Control Interventions in the Middle and Upper Basin of the Msimbazi River in Dar es Salaam. 3. The overall objective of the consulting services is to prepare a comprehensive Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plan (ESMP), and Resettlement Action Plan (RAP) for the proposed flood and erosion control interventions in the middle and upper basin of the Msimbazi River. The ESIA shall identify environmental and social risks and impacts, assess feasible alternatives, define mitigation and management measures, and support project approval, design integration, procurement, construction, operation, and maintenance. The RAP shall identify all project-affected persons, affected assets, land requirements, livelihood impacts, access restrictions, eligibility criteria, compensation and assistance measures, livelihood restoration measures, institutional arrangements, implementation schedule, grievance procedures, monitoring requirements, and budget necessary to manage resettlement impacts in accordance with Tanzanian law and World Bank ESS5. 4. The specific objectives are to: (i) Establish the environmental and social baseline conditions within the project area of influence, including physical, biological, socioeconomic, health and safety, land-use, livelihood, infrastructure, utility, and cultural heritage aspects; (ii) Identify, predict, and assess potential positive and adverse impacts during pre-construction, construction, operation, maintenance, and decommissioning phases, including direct, indirect, cumulative, induced, and residual impacts; (iii) Assess feasible alternatives, including the no-project option, alternative locations, intervention types, design approaches, construction methods, sequencing options, sediment-management approaches, and nature-based or hybrid solutions; (iv) Recommend practical measures to avoid, minimize, mitigate, manage, compensate for, or offset adverse environmental and social impacts, while enhancing positive outcomes and climate-resilience benefits; (v) Prepare a detailed Environmental and Social Management Plan (ESMP), including mitigation measures, monitoring requirements, institutional responsibilities, implementation schedule, capacity-building needs, reporting arrangements, grievance-management linkages, and cost estimates; (vi) Prepare environmental and social requirements to be incorporated into feasibility studies, detailed engineering designs, Bills of Quantities, technical specifications, construction methodology, operation and maintenance plans, and bidding documents; (vii) Support PMO-RALG in meeting applicable Tanzanian environmental approval requirements and World Bank environmental and social due diligence requirements; (viii) Prepare a Resettlement Action Plan for all confirmed land acquisition, physical displacement, economic displacement, livelihood impacts, access restrictions, temporary occupation, asset loss, or vulnerability impacts associated with the proposed interventions, temporary works, access routes, associated facilities, and implementation arrangements; (ix) Undertake a census, asset inventory, socio-economic survey, valuation support, and vulnerability assessment of all project-affected persons and affected assets within the confirmed project area of impact; (x) Establish and disclose the cut-off date in coordination with the Client, local authorities, and affected communities, and prepare a verified PAP register and entitlement matrix; (xi) Prepare practical compensation, resettlement assistance, livelihood restoration, transitional support, and vulnerability support measures consistent with Tanzanian requirements, World Bank ESS5, and the project’s relevant environmental and social instruments; and (xii) Ensure that RAP findings are integrated into engineering design, construction sequencing, site handover, bidding documents, implementation arrangements, grievance management, and monitoring. 5. The assignment scope shall cover the selected flood and erosion control intervention areas in the middle and upper basin of the Msimbazi River, including the main Msimbazi River and relevant tributaries such as the Kibangu/Ubungo and Luhanga systems, as well as any other river reaches identified through the engineering screening, feasibility, and design process. The ESIA area of influence shall include, as applicable: (a) the direct footprints of proposed interventions; (b) affected river corridors, floodplains, wetlands, riparian zones, and adjacent land uses; (c) upstream and downstream reaches that may be affected by changes in flow, flooding, erosion, sediment transport, drainage, or river morphology; (d) temporary and associated facilities, including access roads, haul routes, borrow areas, disposal sites, stockpile areas, workers’ facilities, construction camps, staging areas, and temporary works areas; (e) settlements, businesses, farms, public facilities, community assets, utilities, roads, bridges, culverts, and drainage infrastructure that may be affected during construction or operation; and (f) areas that may experience cumulative impacts from multiple interventions within the basin and from other ongoing or planned activities under the wider Msimbazi Basin Development Project. 6. The Permanent Secretary, PMO-RALG, now invites eligible consulting firms to indicate their interest in providing the above services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are: (a) Type of core business and at least 10 years in relevant business; (b) Relevant similar experience, which should specifically include the following: (i) Experience in similar assignments - information to be provided should include the name of the assignments, the names and full contact addresses of the clients, the contract value (in equivalent US dollars), the period (month/year) of execution of the assignments, and the role played in the assignments (Lead or JV Partner); (ii) Demonstration of experience working in similar conditions; and (c) The firm's technical and managerial capability (provide only the organizational structure, and the general qualifications, field of expertise and number of key personnel). Do not provide the CVs of the staff. Experts will not be evaluated at the shortlisting stage. Consultants may associate with other firms to enhance their qualifications, but they should indicate clearly whether the association is in the form of a Joint Venture (JV) and/or a Sub-Consultant. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of the JV shall independently meet the requirements of the evaluation criteria. The experience, technical & managerial capability of the sub-consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV. Consultants shall not use the Affiliate Member's Managerial, Technical or Experience Capabilities to enhance their qualifications. Note that : The Request for Expression of Interest (REOI) for this Consultancy Services to Undertake an Environmental and Social Impact Assessment, and Resettlement Action Plan for Flood and Erosion Control Interventions in the Middle and Upper Basin of the Msimbazi River in Dar es Salaam is being advertised at the same time together with another similar Tender for Consultancy Services for Preparation of a Combined Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) for Area Based Investments in DLAs and Priority Drainage Interventions in Dar es Salaam under DMDP 2 ; and the assignments in these two Tenders will be executed simultaneously. Hence, in order for a firm shortlisted in the two tenders to be contracted for Consultancy Services in two tenders; it must propose separate Key Experts for each Tender in both Technical and Financial Proposals. 8. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 9. A consulting firm will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations. 10.
