(1) Vendor needs to provide E– Transportation Improvement Program software. – The selected software will be an upgrade from the current Excel–based workflow that agency uses and will serve as an integrated, enterprise–level solution for managing all aspects of Transportation Improvement Program (TIP) development, programming, fiscal constraint, project tracking, scenario evaluation, as well as streamline public communication.• Ability to do a fiscal constraint analysis or summary• Ability for the system to determine if the changes are Admin Mod, Amendment, or Staff level.• Provide an Overview of funding changes• Version control and Amendment Tracking – (Past Program archives)• Ability to pull internal reports based on specific queries• Ability to customize alerts for different types of events (approaching deadlines, budget expiration, public comment period)• Ability to archive individual projects and access all project information after archival• Ability for the public to pull reports on the TIP or amendments • Public–facing portal and map with some downloadable features• Accessibility features• Public Review Period Tracking Capabilities• Ability to search for projects by project location, street intersections, etc.• Users can access details for each project within the interactive map• Users can submit comments on specific projects within the interactive map• Ability to overlay demographic layers• Ability to integrate with Local and State GIS platforms• Ability for robust backup and recovery procedures.• On–going support from a customer service representative.(2) All the questions must be submitted no later than August 13, 2026.
