REPUBLIC OF GHANA MINISTRY OF ROADS AND HIGHWAYS DEPARTMENT OF FEEDER ROADS REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) Name of Project Ghana Market Access and Connectivity Project (GMACP)-Project Preparatory Grant Grant Number IDA-E6230 Assignment Title Engagement of a Road Safety Expert (Road Safety Auditor) under the Ghana Market Access and Connectivity Project (GMACP) Procurement Plan Ref Number GH-MRH-DFR-563246-CS-INDV Country of Delivery Ghana The Government of the Republic of Ghana has received a Grant from the World Bank toward the cost of the Project Preparation for the Ghana Market Access and Connectivity Project (GMACP), and intends to apply part of the proceeds for the Engagement of an Individual Consultant as a Road Safety Expert (Road Safety Auditor). The primary objective of this assignment is to undertake Road Safety Audits (RSAs) on all roads under Clusters 1, 2, 3, and 4 under the preparatory phase of the GMACP to ensure that all safety considerations are embedded in the feasibility and design stage reports for the road works. The consulting services ("the Services") will ensure that road safety considerations are fully integrated into the feasibility and detailed design process in accordance with the Ghana Road Design Manual, the MRH Low Volume Roads Manual, the World Bank Road Safety Screening and Appraisal Tool (RSSAT), and recognised international best practices. The Individual Consultant is expected to undertake the following activities among others: Review existing road conditions, crash history, community safety concerns and assess preliminary alignments for safety implications. Identify systemic road safety risks and recommend practical mitigation measures for incorporation into feasibility studies and preliminary designs. Undertake Road Safety Audits of detailed engineering designs, including geometric layouts, cross-sections, junctions, sight distances, road signs, road markings, pedestrian and cyclist facilities. Review contractor Traffic Management Plans (TMPs) and bidding documents to ensure that appropriate road safety provisions are incorporated before procurement. Provide technical advice to the Agency Implementation Team (AIT) and prepare stage-specific Road Safety Audit Reports and compliance matrices to facilitate review and approval by MRH and DFR. The estimated level of effort (professional person-months) is 3.35 person-months. The implementation period for the assignment is expected to be 4 months from the commencement of the Assignment. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants are expected to submit a Curriculum Vitae (CV) with a description of experience in similar assignments, similar conditions, etc. Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. 2. Eligibility Requirement for the Assignment The best qualified Individual Consultant to carry out the services will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers, the Seventh (7th) Edition, September 2025 (“the Regulations”). The criteria for selecting the Consultant are: (a) Minimum Mandatory Requirements (pass/fail): Certified copy of an Academic Degree (Master's Degree in Transportation Engineering, Civil Engineering, Transport Planning or related field with a bias to Road Safety Engineering). Copy of Professional Qualification Certificate demonstrating membership of a recognised Professional Body. Copy of Certificate of Competence from recognised bodies (IRF, PIARC, or equivalent). Evidence of experience in road safety engineering, road safety audits (at least 3 Road safety audit of designs as team lead), road user behavior and related areas (audits) under donor-funded projects in the Sub-Saharan Africa (SSA) within the last 10 years. (b) Criteria for ranking of consultants - experience and qualifications (with scoring): Criterion Description Max Score 1 Master’s degree in Transportation Engineering, Civil Engineering, Transport Planning or related field with a bias to Road Safety Engineering. 15 2 Membership of a relevant Professional Body. 10 3 Certificate of competence from recognized bodies (IRF, PIARC, or equivalent) 10 4 Minimum of 10 years of post-qualification experience in engineering design preferably within infrastructure or civil works projects 15 5 Experience in at least three (3) similar assignments (Road Safety audit) as team leader within the last ten (10) years under donor-funded projects in the Sub-Saharan Africa (SSA). 30 6 Minimum of eight (8) years) experience in road safety engineering, road safety audits, road user behavior and related areas (audits). 10 7 Evidence of experience in stakeholder engagement. 10 TOTAL 100 The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, the Seventh (7th) Edition, September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
