Bids must provide sufficient information for the applicant to determine the total cost of the proposed service. One-year and multi-year pricing will be considered; however, a one-year pricing option must be provided. Month-to-month/noncontracted service proposals will also be considered. Any resulting agreement should be contingent upon the availability of state and/or federal funding and the library's ability to pay. Bid Requirements and Disqualifying Factors To be considered responsive: - The bid must specifically address the services and requirements identified in this FCC Form 470. - The bid must reference this specific FCC Form 470. - The bid must provide a proposed solution responsive to the applicant's specific service requirements. - The bidder must provide complete pricing, including all applicable fees and charges. - The bidder must have a valid SPIN/498 ID. - The bidder must provide discounted billing and invoice USAC using the Service Provider Invoice (SPI) method. - The bid must be received no later than 30 calendar days after the FCC Form 470 is posted. Library requests bids for equipment, services, and licensing for Managed Internal Broadband Services (MIBS) to support management of the library's broadband network. Requested functionality includes: - Ability to establish bandwidth quotas for individual devices/users. - Ability to monitor and track broadband usage for the entire network and individual devices/users. - Ability to prioritize, limit, or block broadband access for individual devices. - Content filtering and malware-blocking functionality. Any ineligible content-filtering or other ineligible functionality must be separately identified and priced. - Equipment, software, and licensing necessary to provide the proposed MIBS solution. - For all proposed equipment, bids must provide the manufacturer, model, and SKU/part number, as applicable. Pricing Requirements Bids must include all applicable fees and charges associated with the proposed solution, including: - Equipment costs. - Licensing/subscription costs. - Monthly recurring charges. - One-time/non-recurring charges. - Installation, configuration, and activation charges. - Equipment rental or other applicable charges. - Any other fees or charges necessary to implement and operate the proposed solution. The cost of E-Rate-eligible services/equipment must be separated from the cost of ineligible services/equipment. If licensing is separately priced and is necessary for the operation of the proposed equipment or service, the licensing and associated cost must be clearly identified in the bid. Bids must provide sufficient information for the applicant to determine the total cost of the proposed solution. One-year and multi-year pricing may be submitted; however, a one-year pricing option is required. Vendors may bid on Category 1 and/or Category 2 MIBS services/equipment. If a vendor proposes both Category 1 Internet service and associated Category 2 MIBS, the bid must clearly identify whether the Category 2 service/equipment is required as a condition of obtaining the proposed Category 1 service. Category 1 and Category 2 costs must be separately identified.
