(1) Vendor needs to provide street outreach data management system. – Provide information to support the evaluation and potential future procurement of a street outreach data management system.• Provide a system that:– Supports program referrals, intake, dispatch coordination and response tracking.– Captures detailed outreach engagement data and client interaction records.– Maintains secure client records with unique identifiers and controlled access.– Tracks services provided, referrals made and linkages completed.– Supports shelter and housing placement coordination.– Provides GIS–based geographic intelligence for outreach deployment.– Generates real–time dashboards and operational reporting tools.– Integrates with required agency and partner data systems.– Supports informed consent management and privacy protections.– Enables closed–loop referral tracking with external partners.• Functional requirements:– Referral intake and dispatch management.– Geographic mapping and field operations support: The system should include integrated Geographic Information System (GIS) functionality capable of supporting operational mapping and spatial analysis of outreach activities.– Client engagement and case activity tracking: The system must support longitudinal tracking of outreach engagements and client interaction history.– Shelter bed reservation and placement management.– Service and referral tracking.– Encampment and hotspot monitoring.– Reporting, data analytics, and performance monitoring: The System must generate both operational and strategic reporting to support program management and leadership oversight.– Compliance and system integration: The System must support integration with multiple existing systems used by the agency.(2) All the questions must be submitted no later than July 28, 2026.
