Phnom Penh, 17 August 2026 REQUEST FOR EXPRESSION OF INTEREST Individual Consultant: National Senior Technical Advisor (Intermittent) (MISTI-IC-13) Project Title: WATER SUPPLY AND SANITATION ACCELERATION PROJECT (WASAC) IDA Credit No.: 7427-KH and 7428-KH Project ID No.: P178417 Contract No. and Title: MISTI-IC-13, National Senior Technical Advisor (Intermittent) The Ministry of Industry, Science, Technology & Innovation (MISTI) and the Ministry of Public Works and Transportation (MPWT), through the Ministry of Economy and Finance (MEF) on behalf of the Royal Government of Cambodia (RGC), have received a Credit in the amount of US$163 million equivalent from the International Development Association (IDA) toward the cost of the Water Supply and Sanitation Acceleration Project (WASAC) for six years starting from 2024 to 2029 and intends to apply part of the proceeds for Consulting Service - Individual Consultant: National Senior Technical Advisor (Intermittent) (MISTI-IC-13) . A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing, Fifth Edition, dated September 2023, and Government SOP (December 2019). The duration of the contract is: an initial 132 days over the first 12 months (intermittent), with possible extensions for the second and third years (up to a total of 396 days) based on the consultant’s performance and project requirements.
