(1) Vendor needs to provide reserve fund adequacy actuarial study service to the government authority located in Baltimore, MD.• Reserve Adequacy Validation– Assess whether the Board’s $100 million reserve floor is appropriate based on accepted actuarial and public sector fiscal management standards– Develop a defensible, evidence–based rationale for the reserve level grounded in the Board’s statutory obligations and operational continuity requirements– Benchmark the Board’s reserve policy against comparable• Long–Term Reserve Considerations– Advise on key considerations and methodologies for setting reserve under various projections of Trust Fund revenues, expenditures and ending balance– Model a minimum of three scenarios: flat revenue/expenditures, moderate growth. And stress/decline– Identify the projected point, if any, at which the reserve would fall below an appropriate reserve level under each scenario– Identify revenue or expenditure adjustments necessary to maintain fiscal sustainability• Risk Assessment– Assess key risk factors affecting Trust Fund fiscal stability, including revenue volatility across surcharge streams, federal grant dependency, legislative risks, and unplanned capital expenditures(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 15, 2026.(4) Pre–bid meeting will be held on September 14, 2026.
