(1) Vendor needs to provide land assemblage study services that advances the county's long–term economic development, redevelopment, and resilience objectives to the government authority located in Woodbridge, VA.• The consultant must assist in developing a countywide land inventory, recommending land acquisition policies and assemblage strategies, identifying potential funding mechanisms, conducting financial feasibility analysis, and assessing risks and contingencies associated with land acquisition and redevelopment efforts.• This land assemblage strategy is focused on infill, underutilized, and redevelopment sites and is intended to support reinvestment in existing communities and infrastructure.1. County land inventory and market context:– The consultant shall assist in developing a land inventory framework focused on properties with potential relevance to economic development and redevelopment initiatives. This effort shall build upon the county's existing database of county–owned parcels and include high–level identification of other potential redevelopment sites where appropriate.2. Land assemblage and acquisition policies and strategies:– The consultant shall develop policy guidance and strategic options to support proactive land assemblage and acquisition efforts.3. Financial feasibility and economic analysis:– Development of high–level financial pro forma models to evaluate alternative land acquisition, holding, assemblage, and disposition scenarios.– Assessment of potential public investment outcomes, including fiscal impacts, returns on public investment, and opportunity costs associated with land assemblage strategies.– Scenario analysis and sensitivity testing to compare different assemblage and redevelopment approaches under varying assumptions related to market conditions, timing, costs, and public participation.4. Risk assessment and contingency planning:– Identification of key legal, financial, market, and operational risks.– Assessment of timing, market volatility, and carrying cost considerations.– Development of contingency strategies to mitigate identified risks.
