(1) Vendor needs to provide federal advocacy and public affairs services to the government authority located in Prescott, AZ. • Assist the City in identifying federal priorities at least annually. • Advise the City on federal matters and strategic positioning to maximize federal opportunities. • Analyze policy changes, executive orders, budgetary and regulatory actions, and emerging funding opportunities. Provide an early warning of impacts and opportunities. • Develop and update annually a comprehensive Federal Advocacy Strategy aligned with City Council priorities. The strategy should include agency–specific recommendations and other agencies as appropriate. • Continuously identify federal funding opportunities and provide strategic and technical assistance, including but not limited to reviewing applications and making recommendations, collaborating on the development of grant applications, coordinating letters of support, providing debriefings of unsuccessful applications, and drafting applications for staff review, as needed. • Coordinate federal funding strategies across multiple City departments. • Develop relationships with Arizona’s Congressional delegation and other members of Congress, and their respective staff, working on issues of importance to the City. • Provide regular updates and communications to include an annual presentation to the City Council, regular meetings to discuss federal strategy, and frequent reports on federal activities and opportunities. (2) The contract period will be three years.
