REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) The Republic of Azerbaijan Preparation Grant for Climate Resilient Efficient Water Supply (CREWS) Project Grant No.: TF0D1883 Assignment Title: Consulting Services for the Feasibility Study for the Rehabilitation and Non-Revenue Water Reduction of the Baku Water System and Procurement Support Reference No.: AZ-ASWRA-033088-CS-QCBS Azerbaijan State Water Resources Agency has received a grant from the World Bank for the preparation of the proposed Climate Resilient Efficient Water Supply (CREWS) Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Feasibility Study for the Rehabilitation and Non-Revenue Water Reduction of the Baku Water System and Procurement Support, with 10 months of implementation period (expected to start about January 2027). Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: experience in water supply system management in urban areas, including experience in reducing Non-Revenue Water for physical and apparent losses. experience in carrying out feasibility studies, including investment planning and assessing economic and financial viability of investments. Experience in supporting transactions for large contracts, including market analysis, preparation of pre-qualification documents, preparation of bidding documents, and providing support on contract negotiations. Experience in preparing Performance Based Contract documents is preferred. Demonstrated institutional capability to manage and deliver complex multidisciplinary consulting assignments, including experience coordinating technical, financial, operational, and procurement-related aspects. Following additional criteria will be considered for shortlisting: Core business and years in business; Technical and managerial capability of the firm. Key Experts will not be evaluated at the shortlisting stage. The Shortlist shall include not fewer than five (5) and not more than eight (8) eligible firms. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost-based Selection method set out in the Procurement Regulations and to be specifically set out in the Request for Proposals.
