(1) Vendor needs to provide general counsel legal services to the government authority located in San Jose, CA. • Provide qualified, licensed personnel to provide legal services in the capacity of the Agency’s General Counsel.• Serve as a strategic advisor to the Agency by providing proactive legal guidance, identifying emerging legal and regulatory risks, recommending practical implementation strategies, and engaging with executive leadership and staff early in significant initiatives to help mitigate risk and support informed decision–making.• Research, interpret laws, proposed legislation, case law, and other statutory authorities pertaining to Federal, State and local government on the following topical areas: housing, housing programs, affordable housing finance, real estate development, procurement, and contracts.• Proactively monitor and communicate material legal, legislative, and regulatory developments affecting the Agency and provide timely recommendations regarding operational impacts, compliance obligations, and implementation strategies.• Provide routine legal guidance and consultation on matters relevant to agency’s functional areas(2) All the questions must be submitted no later than Ju7ly 17, 2026. (3) Pre–bid meeting will be held on July 13, 2026
