(1) Vendor needs to provide administrative structure and organizational effectiveness review services to the government authority located in Indiana.• Establish an accurate current–state baseline. Understand where work resides, how it is performed, how decisions are made, and how central and distributed units interact.• Assess organizational effectiveness. Identify structural complexity, fragmentation, duplication, underutilized or overextended capacity, unclear accountability, unnecessary management layers, and dysfunctional interfaces.• Evaluate service–delivery choices. Determine where centralization, shared services, standardization, automation, or consolidation may create value, and where local or mission–specific capability should remain distributed.• Clarify roles and decision rights. Improve accountability and the interfaces among central offices, departments, centers/institutes, regional structures, and key enterprise partners.• Identify opportunities for efficiency and investment. Quantify opportunities to reduce cost or administrative burden where supported by evidence, while also identifying areas where additional capability or investment is necessary.• Develop an actionable path forward. Translate findings into prioritized recommendations, sequencing, implementation governance, change–management requirements, and measures of success.(2) All question must be submitted no later than October 16, 2026.(3) A contract period will be for one year.
