(1) Vendor needs to provide legal services to the government authority located in Laguna, NM.A. General Counsel & Board Governance· Attend all regular and special meetings of the Board of Education and executive sessions as requested.· Provide oral and written legal opinions to the Board and the Superintendent regarding education code, public records law, open meeting laws and conflict of interest issues.· Review, draft, and amend Board policies, bylaws, resolutions, and administrative regulations.· Provide legal “audits“ of practices to proactively mitigate risk.B. Personnel & Labor Relations· Advise on employment matters, including hiring, discipline, non–renewals, reductions–in–force, and dismissals.· Represent the agency in employee grievances, arbitrations, and administrative hearings C. Student Services & Special Education· Provide advice regarding student discipline, suspension and expulsions hearings.· Advise and represent the agency regarding Special Education matters, including disputes, mediation, and Due Process hearings.· Handle matters concerning student privacy, civil rights, and constitutional issues.D. Business, Facilities, & Procurement· Review, draft, and negotiate contracts, leases, vendor agreements, and requests for proposals.· Advise on public procurement laws, competitive bidding procedures, and construction disputes.· Provide guidance on real property transactions, zoning, land acquisition, and environmental matters.(2) All question must be submitted no later than September 29, 2026.
