(1) Vendor needs to provide radio infrastructure solution.–Improve survivability and maintainability of the system.– Enhance performance and coverage gaps within the city landfill site.– Provide reliable on–street radio coverage to mobile and portable radios operating within the landfill.– Utilize existing Portable and mobile radios.– Avoid forced replacement of all handheld and vehicle–mounted radios.– Utilize Existing Spectrum allocations– Avoid requirements for additional spectrum as the city area is congested and the likelihood of obtaining new spectrum is very low.– Utilize a current and supportable radio solution technology that meets all regulatory requirements for use in the city area.– Upgrade the radio solution using cost effective methods.– Utilize a radio technology that supports currently available backhaul technologies (fibre, IP leased data circuits, etc.)
