Specific Procurement Notice Template Request for Bids Works (Two-envelope Bidding Process, Without Prequalification) Employer: Ministry of Higher Education, Science and Technology and Innovation Project: Tertiary Education, Science, and Technology Project (TEST) Contract title: Construction of Academic Infrastructure at ISCED HUILA Country: Angola Loan No.: IBRD-P5070 Project Nº.: P179154 RFB No: 48/W/C1SC1.A03.2/25 Issued on: June 22nd, 2026 The Republic of Angola the Ministry of Higher Education, Science and Technology and Innovation, has received financing from the World Bank toward the cost of Tertiary Education, Science, and Technology Project (TEST) and intends to apply part of the proceeds toward payments under the contract for Construction of Academic Infrastructure at ISCED HUILA. The Tertiary Education, Science, and Technology Project (TEST) now invite eligible Bidders to submit sealed proposals for Construction of Academic Infrastructure at ISCED HUILA. The work will consist of construction of Academic Infrastructure at ISCED Huila, located in the vicinity of the current ISCED Huila, in the transition zone between the planned city and the organic city, the site is situated at the northernmost end of the institution's perimeter. It is situated in a currently vacant area, between the campus's forested area and the end of the longitudinal avenue, oriented south-north, which structures the institute's different nuclei, namely the teaching areas, administrative areas, and sports rings. The area where the new building will be built has a practically flat, rectangular shape, delimited by an existing wall that defines the institutional perimeter. The surrounding area is characterized by a spontaneously formed urban fabric, with self-built structures and a road network that is still predominantly unpaved. The topography in the intervention area is generally flat, with small altimetric variations, ranging from 0.00 m to 3.00 m, which favors the building's placement and its articulation with the exterior spaces. The institution's land area is 109,900 m2 The intervention area - Alameda + New Building is 23,600 m2 The footprint of the new building is 5,840 m2 The construction period is twenty-four (24) months. Bidding will conduct through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” July 2016 revised in November 2017, August 2018, November 2020 and September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings apply for Rated Criteria (including technical and non-price factors): 70 % for technical factors and 30 % for Bid cost. Interested in eligible Bidders may obtain further information from: Tertiary Education, Science, and Technology Project (TEST), and inspect the Bidding document during office hours 08h00 to 15h30 at the address given below. The Bidding document in English is available free of charge to interested bidders, upon written request by completing the Registration Form – Request for Specifications, available at the following link: BAF\Bidder Application Form Huila.pdf or at the address below. The procurement documents can be uploaded directly from the link above or sent by e-mail upon request. Bids must be delivered to the address below, on or before August 11th, 2026 . Electronic bidding will NOT be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. All Bids must be accompanied by a: (i) Bid-Securing Declaration (ii) Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration; and (iii) Local Labour Method Statement. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
