(1) Vendor needs to provide deferred compensation plan provider services to the government authority located in Gilbert, AZ.• The primary objective of the Plan Provider is to ensure that eligible District employees receive clear, accurate, and balanced education regarding their agency options and receive direct assistance in establishing the account they select.• The Plan Provider shall serve as the District’s employee education, financial guidance, and account establishment resource, while the District and designated Plan Administrator retain responsibility for Plan administration, eligibility determinations, buyback calculations, payroll matters, and District–specific Plan decisions.• Explain the purpose and general operation of the Special Pay Buyback program.• Review the options available to the employee for directing eligible buyback funds.• Explain the HRA and 403(b) options available through the Plan.• Explain the features, benefits, limitations, and requirements associated with each option.• Discuss the potential financial benefits and considerations associated with each option.• Explain the potential advantages and disadvantages of each available option.– 403(b) Option– When an employee selects the 403(b) option, the Plan Provider shall:• Explain the general purpose and features of the 403(b).• Discuss potential retirement savings and tax advantages.• Explain applicable contribution limitations and restrictions.• Review available investment options.• Discuss potential investment risks and returns.• Explain applicable fees and expenses.• Discuss access, withdrawal, and distribution considerations.• Discuss beneficiary designations.• Complete the 403(b) account–opening process.(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 17, 2026.
