(1) Vendor needs to provide comprehensive fee and cost recovery study service to the government authority located in Bakersfield, CA. – Provide all professional services necessary to complete the study, including project management, data collection, financial analysis, stakeholder coordination, fee development, report preparation, and presentation of recommendations.– Comprehensive and legally defensible fee and cost recovery study that accurately reflects the cost of providing fee–supported services.– Data Collection and Review:• Current development services fee schedule.• Applicable ordinances, resolutions, and administrative policies.• Department budgets and financial information.• Position classifications and salary information.– Department Interviews and Operational Review:• Current business processes.• Staff responsibilities.• Time required to perform services.– Cost–of–Service Analysis:• Direct labor costs.• Indirect labor costs.• Operating expenses.• Department overhead.– Fee Evaluation and Benchmarking:• Comparison of current fees to calculated costs.• Identification of current cost recovery percentages.• Evaluation of existing fee methodologies.– Fee Recommendations:• Proposed fee amounts.• Recommended cost recovery levels.• Recommended hourly billing rates.• Deposit and reimbursement recommendations, where applicable.(2) Pre–bid meeting will be held on August 14, 2026.
