(1) Vendor needs to provide public information officer and strategic communications services on an as–needed basis to the government authority located in Modesto, CA. – Serve as the agency's public information officer and to provide strategic communications counsel on an as–needed basis.– Establish the agency's communication procedures, including its points of contact, the routing and review of inquiries, response practices, and the handling of public records requests.• Strategic communications counsel.• Public information officer and media relations.• Issues management and rapid response (Crisis Management).• Proactive media and storytelling.• Community and stakeholder engagement.• Message development and content.• Public records and disclosure support.• Measurement and transition.(2) All the questions must be submitted no later than September 25, 2026.
