(1) Vendor needs to provide EMS operational assessment and leadership conversations services to the government authority located in Greenfield, MA.– Assess EMS provider organization and governance; service areas; staffing; deployment and posting practices; response–time and coverage patterns; call volume, acuity, and geographic demand; mutual aid; interfacility transports; dispatch and communication– Leadership Engagement: Robust engagement is required to understand local concerns, build trust, and test potential service options.– Engage EMS chiefs and managers, fire chiefs where fire–based EMS is provided, municipal administrators, selectboards, regional EMS leadership, dispatch leadership, hospitals, behavioral health and social–service partners– Develop and evaluate subregional EMS groupings; shared or regional administration; changes to deployment, posting, coverage, and mutual–aid arrangements; municipal funding structures; shared support services; mobile integrated health and community paramedicine; alternative responder strategies where appropriate; and regional EMS models.– Conduct two countywide or multi–town stakeholder sessions: one to share baseline findings and one to present recommendations.
