(1) Vendor needs to provide fiscal analysis services to the government authority located in Thornton, CO.• Develop a comprehensive long–range municipal fiscal analysis tool capable of evaluating the fiscal impacts of land use and development scenarios over an extended planning horizon, including the potential expansion into a new county.• Evaluating the long–term fiscal impacts of land use and development scenarios of all magnitudes.• This fiscal impact analysis tool will be used to establish a fiscally–sound land use plan and general order of development for consideration of expanding into the identified growth area in the southwestern portion of county.• Calculating net present value (NPV) of projected fiscal impacts.• Incorporating infrastructure lifecycle costs and long–term maintenance, repair, and replacement obligations.• Allowing for periodic adjustment of assumptions and variables as economic and policy conditions evolve.• Providing a clear, user–friendly interface and output dashboard suitable for staff analysis, presentations to elected officials, and decision–making guidance.(2) A pre–bid meeting will be held on August 18, 2026.
