Responses to this source sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service–Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. VETERANS FIRST CONTRACTING PROGRAM NOTICE In accordance with Public Law 109 461 (38 U.S.C. 8127 8128) and VAAR Subpart 819.70, the Department of Veterans Affairs applies the Veterans First Contracting Program. The VA is required to first consider a total set aside for verified Service Disabled Veteran Owned Small Businesses (SDVOSBs) when market research indicates: Two or more verified SDVOSB firms are capable of performing the work, and Award can be made at a fair and reasonable price.
