This is a SOURCES SOUGHT notice for market research purposes to determine the capabilities of Architect–Engineer firms. This notice does not constitute a solicitation announcement, nor does it restrict the Government to an ultimate acquisition approach. The Government will use the responses to this SOURCES SOUGHT notice to make acquisition decisions. This SOURCES SOUGHT notice is for information and planning purposes only and shall not be construed as a commitment by the Government nor will the Government pay for information provided.The purpose of this notice is to gain knowledge of potentially qualified other than small businesses and small business sources to include small businesses in the following categories: Small Business, Small Disadvantaged Business, Certified HUBZone, Woman–Owned, and Service–Disabled Veteran–Owned. Businesses other than small businesses are encouraged to provide a response. After completing its analysis of market capabilities, the Government will determine whether to limit competition to small businesses.NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice.DESCRIPTION OF REQUIREMENTSWork would occur as assigned to Districts within the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division, which includes the Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville, and Pittsburgh Districts, though will primarily occur through the Huntington District. The applicable NAICS Code for this type of work is 541330 with a size standard of $25.5 million.Interested contractors shall demonstrate through company experience and executed work, personnel experience and professional registration, and supporting customer feedback documentation the ability to provide engineering support for the following activities:Provide Architect–Engineering (A–E) Services through an Indefinite Delivery Indefinite Quantity Contract. Projects may consist of bridge and hydraulic steel structure inspection services located within the U.S. Army Corps of Engineers (USACE) Great Lakes and Ohio River Division (LRD) Mission Boundaries and projects assigned to LRD Districts in support of the USACE mission. The projects include, but are not limited to flood risk management projects, navigation projects, and support for other Federal, State, and Local Agencies.Provide all personnel, materials, equipment, management, cost control, and quality control for the requirements in this contract, and each individual task order. All engineers shall be registered in the States of performance, or through reciprocity in the State of performance as defined in the Task Order. Accomplish all work in full compliance with established Corps of Engineers manuals, policies, standards, and practices as well as the professional standards as required by the type of work being executed, or as otherwise instructed in the Task Order.Utilize Government designs, specifications, standards, and drawings to meet the requirements of all tasked projects. Keep close liaison with the Lead Engineer who will coordinate the work within USACE. All services, submittals, reports, field work and other tasked works are subject to acceptance by the Contracting Officer.SERVICESBridges, Hydraulic Steel Structures, and Hydraulic Composite Structures InspectionRoadway, walk, train, or other of the following types, arch, beam, box girder, girder, plate girder, segmental, truss, cable stay, cantilever concrete, culvert style, and steel trestle bridges. Bridges may be steel, concrete, stone, timber, composite, or other materials. Tainter, Miter, Roller, Sluice, Vertical lift, Stackable Bulkheads or other Hydraulic Steel Structures or Hydraulic Composite Structures. For this work, the A–E is required to furnish a registered professional structural engineer with bridge experience or registered professional bridge engineer with experience in bridge design, inspection, and calculation of load ratings and preparation of required forms and reports.PERMITTINGTo perform the work, the A–E shall obtain all required permits, licenses, and approvals as required by Federal, State, and Local laws, codes, and ordinances for the locality of the work to be executed.RESPONSE REQUIREMENTSThe submission of a Capabilities Statement is limited to 30 pages and must include:1) Firm`s name, DoD UEI, CAGE, address, point of contact, phone number, and e–mail address.2) Firm`s interest in proposing on a solicitation if issued.3) Firm`s capability to perform a contract of this complexity and examples of comparable work performed within the past 5 years based on the above criteria. Specify if work was performed as the prime contractor or as a subcontractor.4) Description of the professional qualifications of your firm. Provide the number and qualifications of registered professional personnel in the key disciplines for performance of the work described herein.
