(1) Vendor needs to provide comprehensive operational analysis service to the government authority located in Norwalk, CA. – Provide Comprehensive Operational Analysis (COA) for transit system.– Optimization of operating effectiveness and efficiency through a comprehensive line–by–line analysis of existing fixed route bus service, including route modifications and service level improvements to ensure the best allocation of system resources.– Provide a complete statistical profile of the ridership, productivity, and performance by route and route segment to support data driven service improvements.– Identify major employment centers, universities, colleges and other activity centers and evaluate unmet transit requirements to determine potential future service expansion opportunities.– Develop strategies to improve service availability (frequencies) to enhance customer satisfaction and meet anticipated economic growth in the service area.– Identify the strengths and weaknesses of the current fixed–route network and propose strategies to improve service quality for the benefit of customers, community and region.– Assess on–time performance and identify routes and time periods where on–time performance falls below 95%.– Financial analysis of operational costs, including the development of cost scenarios, ridership impacts, and changes in operating requirements needed to support proposed alternatives and recommendations.(2) All the questions must be submitted no later than August 13, 2026.
