(1) Vendor needs to provide energy programs evaluation services to the government authority located in Wisconsin.• Home energy performance–based, whole house rebates program (homes) and the high–efficiency electric home rebate programs (HEAR) include requirements for ongoing program evaluation.• The achievement of energy savings, perform assessments of program delivery processes, and provide conclusions and recommendations for iterative program improvement, in an effort to enhance programming.• Other duties will include measuring program impacts, cost–effectiveness measurement, measure level savings analysis, market research, savings potential analysis, quantification of non–energy benefits, analysis and development of program improvements, customer satisfaction measurement, and other collaborative work on key program issues, directed by staff. • The evaluation contractor will maintain communication and collaboration with the program administrator, their subcontracted implementers, the compliance agent, fiscal agent, systems administrator, and other key entities contracted to perform program delivery services. (2) All questions must be submitted no later than October 12, 2026.
