(1) Vendor needs to provide underwriter services to the government authority located in Albany, NY. – Replace, not supplement, the agency’s prequalified panels for senior managing underwriters and co–managing underwriters. 1. Tier 1 senior managing underwriters:• Provide the most cost–effective pricing and marketing of the agency’s bonds at the lowest interest rates possible and the distribution of such bonds.• Identifying new strategies and initiatives as well as ideas which could be utilized by the agencies to enhance the agency’s operations and the performance of the agency’s programs.• Identifying refunding opportunities for the Agencies to reduce interest costs on their respective portfolios.• Review and advise on bond structure, size of the bond issues, programmatic cash flows and individual transaction cash flows for the agency’s programs.• Manage the underwriting process and provide advice on market timing and investor demand.• Conduct bond sale conference calls and coordinate information with the syndicate group.• Commit capital as required in underwriting the agency’s bonds.• Provide post–closing analysis of debt issuances including pricing, orders, allotments, subscription levels, designations.• Provide support for the agency’s bonds in the secondary market.• As remarketing agent, provide weekly/daily reset rates.• Undertake certain market–related analysis of various financial products, as may be requested by the agencies.• Provide a commitment to assist agencies meeting their missioned based goals through social, economic, environmental and operational outcomes including working with agencies on their disclosure document and practices.2. Tier 2 co–managing underwriters:• Assist in marketing and distribution of bonds.• Commit capital as required in underwriting the agency’s bonds.• Provide support for the bonds in the secondary market.• Perform other services as requested by the agencies from time to time.(2) All the questions must be submitted no later than September 4, 2026. (3) The contract period will be for three years.
