THE REPUBLIC OF SOUTH SUDAN MINISTRY OF WATER RESOURCES AND IRRIGATION Regional Climate Resilience Program for Eastern and Southern Africa REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES-INDIVIDUAL SELECTION) Post Title Social Safeguards Officer Type of Appointment Individual Consultant (Local Hire) Reference No: SS-MWRI-496993-CS-INDV Starting Date 9th October 2026 End Date 28th October 2026 Duration 12 months Reporting Project Manager Duty Station Juba – South Sudan. 1. Background The Government of the Republic of South Sudan (GRSS), through the Ministry of Water Resources and Irrigation (MWRI), is implementing the Regional Climate Resilience Program (RCRP) and preparing the National WASH Project (NWP) with financing from the International Development Association (IDA) of the World Bank. The Projects aim to strengthen climate resilience, improve water resources management, and expand access to safe drinking water, sanitation, and hygiene services. To support effective implementation of both Projects, the MWRI intends to engage qualified personnel within the Project Implementation Unit (PIU). The Ministry therefore invites qualified and eligible Individual Consultants to express their interest in providing consultancy services as Social Safeguards Officer. 2. Objective of the assignment The objective of this assignment is to ensure effective management of social risks and impacts during the preparation and implementation of the RCRP/NWP, consistent with the World Bank Environmental and Social Framework (ESF), national legislation, and approved safeguard instruments. The Terms of Reference may also be obtained from the email address below: crfm.procurement@gmail.com, copied to crfmsouthsudan@gmail.com, The Ministry of Water Resources and Irrigation through the Regional Climate Resilience Program now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested individuals should provide information demonstrating that they are qualified to perform the services (Attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, Membership of internationally recognised professional body/bodies) . The shortlisting criteria will consider the requirements mentioned in the TOR, including : Bachelor’s degree in Social Sciences, Sociology, Anthropology, Social Development Studies, or related field. At least 5 years of professional experience in social assessment and monitoring for infrastructure development projects (preferably in the water sector). Experience with World Bank–financed projects or other multilateral financial institutions or other international development partners. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, First Published July 2016 and revised Seventh Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months before the date of the advert; and (ii) their employment will not create a conflict of Interest.
