EXTRA-74627 - USA (Avondale, Arizona) - Transition Plan Professional Services - Deadline September 2,2026

(1) Vendor needs to provide transition plan professional services to the government authority located in Avondale, AZ.– The work shall support the City in identifying, prioritizing, budgeting, implementing, and monitoring accessibility improvements in City programs, services, facilities, parks, and public rights–of–way.– The Consultant shall maximize use of previously completed City survey work for parks and public rights–of–way, complete the remaining review of City buildings and associated public site elements, consolidate all barrier data into a single structured inventory, and prepare a plan suitable for City review, public comment, adoption, and public posting.– The final work product shall include an agency Transition Plan and a City–owned tracking system that allows City staff to assign responsibility, update status, document completion, attach evidence, and report progress over time.– The Consultant is not expected to re–survey parks or public rights–of–way wholesale unless the prior data are incomplete, inconsistent, outdated, missing key information, or otherwise insufficient for use in the Transition Plan.– The City has previously performed accessibility surveys of its parks and public rights–of–way.– The City anticipates providing the selected Consultant with available materials, which may include prior parks and right–of–way survey files, GIS data, photographs, field forms, facility lists, as–built drawings, standard details, capital improvement plans, maintenance records, adopted policies, complaint or accommodation request records, and staff contacts.– Conduct a project agency meeting with the City project manager and key City staff to confirm scope, schedule, communication protocols, roles, data needs, known issues, priorities, and deliverable review procedures.– Prepare a document and data request list and maintain a data log identifying received items, source, date, format, and planned use.– Develop the standards and methodology memorandum, including the proposed survey methodology, data fields, prioritization framework, cost estimating assumptions, and tracking system concept.(2) The contract period will be for one year.(3) All the questions must be submitted no later than August 26, 2026.(4) Non–Mandatory Pre–bid meeting will be held on August 20, 2026.
