(1) Vendor needs to provide parking and administrative citations, online parking permit processing and management service. – Provide comprehensive parking citation processing, administrative citation processing, online parking permit management, and related customer service and reporting services.– The contractor shall furnish a complete, secure, and fully functional citation and permit management solution.- Provide a secure database and case management system for parking citations, administrative citations, permits, payments, notices, correspondence, and related documents.- Provide secure role–based access for authorized agency staff, including administrative, supervisory, inquiry, reporting, and audit functions.- Provide a public–facing portal that allows customers to search for citations or permits, make payments, submit eligible documentation, and access permit–related information at any time.- Support payment by credit card, debit card, check, money order, and any other payment methods proposed by the contractor and approved by the agency.– The contractor shall process administrative citations issued by designated agency personnel in accordance with applicable laws, municipal code requirements, and agency procedures.- Receive citation data and supporting documentation from the agency and enter or import all required records into the system.- Track citation status from issuance through payment, appeal, collection, administrative closure, or other final disposition.- Provide payment notices and delinquency notices to the responsible party in accordance with City–approved templates and schedules.– The contractor shall process parking citations issued by agency staff and provide all services necessary to support timely collection, legally compliant processing, correspondence, and reporting.- Receive parking citation data from handheld devices, mobile applications, manual entry, batch uploads, or other approved methods.- Track citation status from issuance through payment, contest, hearing, delinquency, collection, dismissal, or other final disposition.- Support California Department of Motor Vehicles (DMV) registered owner data retrieval, holds, and releases, as permitted by law.- Process DMV holds and releases within the contractor's proposed service levels and in compliance with applicable legal requirements.– Online Parking Permit Management: The contractor shall provide a web–based parking permit management system that supports the full permit lifecycle for residents, businesses, visitors, or other permit categories designated by the agency.– The agency is interested in optional services and technologies that may enhance parking enforcement efficiency, permit verification, citation accuracy, route planning, and operational reporting.– The proposer shall provide a detailed implementation and transition plan describing how services will be established, tested, accepted, and placed into production with minimal disruption to agency  operations.(2) All the questions must be submitted no later than August 10, 2026.
