(1) Vendor needs to provide enterprise transportation IT strategy, governance, and program management services. – Provide enterprise technology program and project management services supporting the transportation application systems domain.– Assess relevant strategies, roadmaps, inventories, governance materials, architectures, budgets, project records, executive reports, and other materials.– Consult representative executive, transportation, operational, technology, finance, procurement, customer–facing, and other stakeholders.– Support business readiness, change planning, communications, testing coordination, transition, and implementation governance.– Conduct a structured analysis of the most significant and high–priority challenges affecting transportation systems, operations, stakeholders, and customers.– Evaluate challenges such as integration between systems, data availability and quality, process fragmentation, system limitations, operational inefficiencies, technical debt, reporting gaps, security or privacy concerns, and other issues identified through stakeholder engagement and current–state assessment.– Assess the business impact, urgency, risks, dependencies, root causes, feasibility, indicative cost, resource requirements, and potential benefits associated with each high priority challenge.– Identify the highest–priority challenge or opportunity for initial action and develop an appropriately scoped project or initiative definition.– Develop recommendations and an initial implementation approach for addressing the selected priority, which may include alternative solutions, sequencing, governance requirements, resource needs, funding considerations, procurement implications, and anticipated timing.(2) All the questions must be submitted no later than October 8, 2026.
