(1) Vendor needs to provide bond transparency database solution to design, develop, implement, and operate a statewide bond transparency database.– The solution must support secure data submission, robust reporting, and public transparency, and must be interoperable with other state financial reporting systems.– Enable school districts and charter schools to submit required bond, tax, and capital project data.– Validate and audit submitted data for accuracy and completeness.– Provide a public portal for searching, viewing, and downloading bond and project information, with geographic and historical filters.– Support configurable reporting by district, region, and project type.– Include a workflow for submitting and tracking corrections or updates.– Meet all state security, accessibility, and hosting standards.– Provide ongoing support, training, and data quality monitoring.A. Create and Hosting Requirements– Will create and host a public website that can be linked through the education agency web site.– This database will collect, validate, and publicly display information on school district and open–enrolment charter school bonds, maintenance taxes, capital projects, and related elections, as required.– Some data requirements could be potentially pre–populated/mined from known data sources and districts could confirm their accuracy.– All software and documentation, including data, code, designs, open–source contributions, and deployment tools, produced by the awarded vendor shall be owned by and may be released into the public domain– The website must allow public users to locate on a map and through a name search function.– The website must include a report generation function to allow the agency to generate reports of the information for each school district or open–enrollment charter school, disaggregated by geographic area; and a function that allows for the proposal of updates or corrections to the information included in the database.B. Project Risks, Assumptions and Constraints– The database must have data populated that corresponds to the fiscal year, each year for five years. Data elements become available at different times during the year.(2) All question must be submitted no later than November 13, 2026.
