(1) Vendor needs to provide intelligence–led policing technologies design and implement services to the government authority located in Cleveland, OH.• Ability to capture forensic information of an incident, including but not limited to: exact location, exact time, and matching forensic grade digital recordings, all of which must be admissible in court• Ability to record the event and save all corresponding information and data• Updates and upgrades to the proposed technology solution including corrections of any substantial defects, fixes of minor bugs and fixes due to any conflicts with mandatory operating system patches as well as upgrades to newer version releases.• The system components should run on hard wired electrical power and/or options for solar panels and battery/UPS power and LTE/5G for data communications• The footage must be stored in a secure and encrypted cloud, so the LPR images can be securely accessed via a cloud hosted application site.• The solution should have the ability to monitor direction, speed, make, model, color, long range IR–enabled night vision with remote system monitoring and updates• The technology must uniquely identify the vehicle type, make, and color; and read/store the license plate number• The system must monitor all cameras’ status in real time and at all times, providing immediate notification for problems that arise with the cameras(2) All questions must be submitted no later than August 20, 2026.(3) A pre–bid meeting will be held on August 20, 2026.
