(1) Vendor needs to provide artificial intelligence development and professional services for the design, development, implementation and support of custom AI solutions, to potentially include both functional and conversational agents.i. Discovery and Assessment• Evaluate stakeholder and audience needs• Assess current tooling, data hygiene/maturity, and technical readiness• Identify costs, risks, constraints, and dependencies• Produce an AI readiness assessment and project scope/planii. Solution Design and Architecture• Develop conceptual and technical solution designs• Recommend appropriate AI platforms, tools, and techniques• Define data pipelines, integration points, and infrastructure requirementsiii. Development and Implementation• Build or configure AI models, workflows, and supporting components• Integrate AI solutions with existing systems and data sources• Conduct testing (functional, security, performance, bias/ethics)iv. Governance and Compliance• Provide guidance on AI governance frameworks and AI risk assessments• Provide guidance on AI impact assessment tools for AI projects, including but not limited to public–facing AI projectsv. Training and Support• Develop training materials/methods for applicable audiences (technical, non–technical, etc.)• Deliver training sessions (can be in–person, virtual, recorded/on–demand, etc.)• Provide documentation, playbooks, and operational guides• Support organizational adoption and change management activities, including maintenance and troubleshooting• AI Readiness Assessment: Evaluation of the organization’s current capabilities, gaps, and opportunities across technology, data, governance, workforce skills and training needs, and employee readiness for change• AI Roadmap: Timeline of recommended AI initiatives, prioritization framework• Solution Architecture: Technical design documentation and integration diagrams• Implementation Plan: Project timeline, milestones, resource plan, etc.• Financial Analysis: Summary of associated costs for resources, time and labor, scaling scenarios, etc(2) All question must be submitted no later than July 28, 2026.(3) A contract term will be for three years.
